No. Funding for the Change Out Programs cannot retroactively reimburse for work that was completed prior to receiving the actual funding. As such, invoices/receipts with dates prior to the initial date of application (and/or receipt of funding source) are NOT eligible for reimbursement.

We are located at 3175 Peger Road in Fairbanks, between Arctic RV and Lynden Transport. The first driveway past Arctic RV (headed south) is the employee only entrance. The next driveway is for public parking. There are signs on the building indicating the way to our office.
The programs have changed multiple times over the years. With each change in the program, the application also changes, meaning that you may have to fill out a new application depending on how long it has been since you last applied.
No. There are currently no wood or coal burning hydronic heaters that meet the emissions requirements required by both our funding source and Borough Code for Change Outs. Any new solid fuel burning appliances (SFBAs) (ex: wood, coal, pellet burning appliances) must also be on the State of Alaska's approved list (click here). The devices being replaced must be delivered to the Borough Air Quality Office. They are later taken to a recycling facility.
All properties in the PM2.5 Nonattainment Area of the Fairbanks North Star Borough are eligible for the various change out programs.

While we do not recommend or promote any particular device or dealer, all appliances installed through the various Change Out Programs are required to be installed by a Borough Listed Installer (click here for the list). Additionally, different buildings and lifestyles require different types of heating appliances. We recommend checking with local vendors to determine which appliance best suits your heating needs.
